'apt-get update' is just doing what it is told to do - upgrade installed
packages, but don't install new packages or remove old ones.

To upgrade iceweasel, you'll need to:

1) Invoke 'apt-get dist-upgrade', to allow apt to install all new
dependencies.

2) Optionally, invoke 'apt-get autoremove --purge', to remove old
xulrunner.
