All these SIP phones may very well be able to do SIP-to-SIP calls to
each other, but whether a particular provider allows peering from its
own network depends on their business model. You can be just as tied to
them as you are with Skype.

There is nothing in the specification of the SIP protocol which mandates
they must allow SIP calls to other networks through their network.
