I think it is a feature. If user is experienced enough to configure
network in a debian way, NetworkManager decides not to impede and not to
bother him.

So do I. But I see a trend of NetworkManager to become better through
the time. I saw that now it has cli tools and curses interface. It may
have sense to keep NM in some systems.
