If a mobile running a free OS is what you want, I think mozilla released their OS ( linux based, but only that part of the system does not mean that the whole system is free. Plus, linux is not completely free... there are tons of non-free blobs in it. ) and that it is sold on mobiles in various countries.

I have heard and read various things about Android, and it does not _seems_ to be as free as they claim. However, I never tried tried to check myself, so I only consider those noises as rumors: have to check myself before buying. Since, in my opinion, an OS is not only drivers and kernel (this is not everyone's) but it includes the applications needed to run it, I would check the application list, their licenses, and if I can access the source code of installed applications, taking care that it is the source of the same version. And I would double check the last point if I wanted to buy any product embedding a google software. Google may contribute a lot to FOSS, but I do not trust them for 2 reasons: they live from advertisement, and their servers are in USA, which is a country with a set of laws I just hate ( patriotic act, patents problems ).

For smartphones with Debian preinstalled, I never heard or read about such thing. I honestly doubt it will happen.
