How did you move from Ubuntu to Debian?  Fresh installation?

Yes.
 
I have this very, very vague memory that if pm-utils and
powermgmt-base packages are not installed that this problem ensues.
Not very sure of this however.

Seems that both are in:
 
root@rome:~# aptitude versions pm-utils
Package pm-utils:                          
i A 1.4.1-9                                       stable                    500
p A 1.4.1-12                                      testing                   500
root@rome:~# aptitude versions powermgmt-base
Package powermgmt-base:                          
i A 1.31                                          stable,testing            500
root@rome:~#
 
I also looked at their dependencies and all nothing obvious us missing. I'll check the firmware thread.
