Huh? fvwm is not a DE, but can handle icons menus apps just fine!!

Then it does more than simply managing windows. The "desktop" is in fact simply a file browser that you can not close or change the pointed folder, often with a background image. In my opinion, making a window manager displaying things which are not windows is not a good idea. But that's only my opinion, of course ( I really like the Unix philosophy: one program for one feature ).

But in the absolute, I was wrong with the statement "No WM can", so I must apologize.
