As far as I know, there's no central list of expected mirror speeds, though some mirrors have a bandwidth graph or similar (for example http://mirror.netcologne.de/ has one).
Generally your fastest mirror will be one hosted by your ISP or one in your country, though this may vary dependent on when their peak load is.
