You can install the Android development environment on wheezy. Debian is a fine development environment for Android (among other things).

The version GNU C Library (package libc6) is 2.13-38

The version of Eclipse that is 'packaged' for wheezy is a little old (version 3.8). It would probably work fine and is the easiest install. You can get the latest version (4.3) from the Eclipse web site <http://www.eclipse.org/downloads>. Installing eclipse downloaded from the eclipse site is also pretty easy.

Then you would install the Android Developer Tools plugin for eclipse according to its instructions.
