Thanks for the suggestion, I sent in the message to debian-devel.  I
will summarize responses in a follow-up to my original message.

When I saw this I checked my grub situation as I knew that I was running grub2 from seeing it displayed when I rebooted. 'grub2' is not installed, as shown by 'apt-cache policy' whereas 'grub2-common' is. Maybe its the same in your case? 'grub2' is just a dummy package.
