Looking at the Debian PTS page for that package
(http://packages.qa.debian.org/a/arora.html), I see it says "Someone
wrote an updated debian/watch file ...". A watch file is basically a
file that a maintainer can use to be notified of new upstream releases.
Clicking on the link there suggests that the new URL for arora is
https://code.google.com/p/arora/ and, on there, is suggests that you can
get support by IRC.

HTH.
