You should check the PTS:

http://packages.qa.debian.org/liba/libapache-mod-chroot.html

There, clicking on "Removed 0.5-7 from unstable" reveals that it was
removed because it is "obsolete as apache has its own chroot direcive
as of version 2.2.10"¹.
