My .procmailrc does not have a catch-all rule at the end, but it does
have a "DEFAULT=" line at the top. As far as I know, nothing's ever
been lost in the 4 years or so I've been using it.
Note that I'm using mbox and not maildir, but I wouldn't think that
would make a difference.
