Two reasons: 1. My ISP can get mad if I send too much data up through my connection, complaining that I'm "running services". If I throttle the upload, it's not an issue. 2. If we lose connection for some reason, the download does not have to restart! At least with Woof, I believe that that would be necessary. Plus GPG is awesome!
