It is the right place. It means that any commands in rc.local will be
executed *AFTER* all the commands have been executed in the other rc
scripts.

That is where I stick my startup noises. :)
less /etc/rc.local
aplay -q /home/chrisb/movies/pp/homer/Belch.wav
aplay -q /home/chrisb/movies/pp/hal/better.wav
exit 0
