Have you turned auto-negotiation off? :-?

What's the output of "ethtool eth0"?

mii-tool is not reliable (to check the status of the bonded interface you 
can "cat /proc/net/bonding/bond0
"), but I'm afraid in this case you have to work over the "real" device 
not the bonded one.
