A clean /var/cache/apt looks like this:
cbell@circe:/var/cache/apt$ ls -lh
total 29M
drwxr-xr-x 2 root root 4.0K Apr 19 21:13 apt-file
drwxr-xr-x 3 root root 68K May 6 07:50 archives
-rw-r--r-- 1 root root 15M May 6 07:50 pkgcache.bin
-rw-r--r-- 1 root root 15M May 6 07:50 srcpkgcache.bin
cbell@circe:/var/cache/apt$
You can delete those oddly named ones. Specifically:

> 22M pkgcache.bin.K9JUn6
> 22M pkgcache.bin.nChibf
