In .html file:
[...]
<a href="http://localhost/cgi-bin/blosxom"; target="_blank">Blog</a>

root@tal:~# ls -al /usr/lib/cgi-bin/
drwxr-xr-x 2 root root 4096 Oct 26 09:17 .
drwxr-xr-x 79 root root 40960 Dec 2 16:49 ..
-rwxr-xr-x 1 root root 28163 Oct 2 2008 blosxom

root@tal:~# ls -al /var/www/
total 12
drwxr-xr-x 2 root root 4096 Mar 18 2011 .
drwxr-xr-x 12 root root 4096 Jan 17 2012 ..
-rw-r--r-- 1 root root 177 Mar 18 2011 index.html
root@tal:~#
