The changelog for libmpg123-dev says:

mpg123 (1.13.7-3) experimental; urgency=low

  * Enable LFS aliases, attempt to fix FTBFS on kfreebsd-i386.
  * Drop static library.
  * Improve ARM CPUs optimizations.
