While in serious agreement with the other people in this thread, I
found that Tupi can make animations pretty easily... if you mean for it
to be interactive, I'm not as sure. Tupi can export to a variety of
formats including swf.

I'd also say that depending on what level of interactivity/animation
you need, you might even be able to use LibreOffice Impress, the
presentation software. You can link Interaction to objects to make
things happen or go to specific other slides.
