IIRC, this came indeed from "utils-linux" package, it was mentioned some
time ago in this same mailing list but I can't recall what was needed to
do to restore the old behaviour.
It was getty (or agtetty?) which by default now clears the screen, but
there must be an option that does the opposite. "man getty" tells about
the "--noclear" parameter so I think it has to be placed in "/etc/
inittab" file:
1:2345:respawn:/sbin/getty --noclear 38400 tty1
