Mmm, Icedove is a Debian specific package/source, you should have 
reported in Mozilla against Thunderbird source code instead and ensure 
the error you are reporting is still reproducible there.

Welcome to club of those who also open bugs reports from computers with 
no reportbug available and have to manually post to Debian BTS :-)

Yes, you can manually open a bug report to Debian BTS by sending a 
properly crafted e-mail message (Andrei already gave you the link for 
where to start).
