Usually software that has 50,000+ downloads (or users) gets packaged
for Debian, provided it does not conflict with other Debian components
(unlike Ubuntu Unity or SUSE Yast).

This is the number of users that makes the app visible for the wider
open-source community.

But it depends on complexity and community around each particular
project. Later for complex projects, sooner if upstream developers are
Debian users.

Surely Debian, being a Free Software project, welcomes you to package
this piece and submit to debian-mentors list for review.
