'man ntpdate'  Sample usage:

$ ntpdate -q 0.us.pool.ntp.org


To see what ntpd is doing:

$ grep ntpd /var/log/syslog



but he has problem with ntp, too. okay you're right the ntpdate doesn't use ntp.conf.
probably the fault is same in two case
