I suspect your mirror site is broken.

Instead of the really generic ftp.debian.org use a country specific
mirror.  That should solve your problem and also speed up your
connection.  For example I use ftp.us.debian.org.  Here is a list.

  http://www.debian.org/mirror/list

That doesn't seem to match the line you posted from your source.list
file.  Do you have any other files in /etc/apt/sources.list.d/* ?  You
might.  And those might be causing you trouble.

Try a different mirror site.  Check for extra files in sources.list.d.
