These should get you running:

git-buildpackage
buildd and friends (sbuild, cowbuilder, pbuilder, wanna-build)
reprepro, apt-ftparchive (package apt-utils)

As far as I recall dak is not documented because it is too Debian 
specific, but the code is free.
