libxaw7-dev busted, not sure why

Howdy,

I'm running stable, libaxaw7 is fine but trying to install
libxaw7-dev gives me:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 libxaw7-dev : Depends: libxaw7 (= 2:1.0.7-1) but 2:1.0.8-2 is to be
installed Depends: libxpm-dev but it is not going to be installed
E: Broken packages

if I look on the debian page I see 2:1.0.7-1 is the package in stable.

is this a bug, or my configuration screwed up for some reason ?

fresh dist-upgrade as of tonight.

help ?
