Looking for a "audio note player"



Hi, 

Any music player can play audio file, but by "audio note player", I mean/
hope that the player "knows" the audio notes. Let me explain with example,

Take this as an example, 

Synaptics' TouchPads Support MultiTouch on Linux!

I've downloaded the mp3 file, is there any way for any audio-note-aware 
player to know about the following time stamps, so that it plays audio 
files just like DVD player play chaptered DVD videos (so that user can 
jump back and forth between those chapter points)?
