"All Rights Reserved."  means just that.  All rights guaranteed under 
international and local copyright are retained by the copyright holders.  
Specifically, this includes the right to redistribute, which prevents Debian 
from hosting the files, even in the non-free archive either on the master 
archive for on any of the mirrors.

The license for these fonts will have to be changed by the copyright holder if 
they are to be included in Debian, even non-free.  All packages in main (and 
contrib) but follow the Debian Free Software Guidelines.  All package in non-
free may violate the DFSG, but must still be freely distributable by any 
recipients (a Debian-specific license is not appropriate).
