One way ... using the cli, install 'poppler-utils'. It contains a bunch of tools 
for manipulating pdf files : 'pdftops'  ,

 'Ghostscript' for resizing/rescaling , 'psresize'  and changing back to pdf 
from 'ps', 'pstopdf'
