I'm not sure I understand the problem, but in X, try:
LOCALE=utf-8 xman -notopbox -bothshown
I have that in ~/.fluxbox/fluxbox-menu:
[exec] (Xman) {LOCALE=utf-8 xman -notopbox -bothshown} <>
and it displays manpages with no flaws so far that I've seen (and I
have seen the flaws you mention at CLI man blah). GL.
