But the explanation is a bit "ethereous":

* Made the init script warn that using the force-reload and restart
parameters is not a good idea. (Closes: #550240)

Okay, "force-reload" and "restart" should be avoided (they're "weak"). 
So, the next logical question is, how one safely restarts the network 
service? :-?
