I'm still not sure why /etc/NetworkManager/dispatcher.d/01ifupdown
doesn't seem to be working, but I solved my problem with this script:
/etc/NetworkManager/dispatcher.d/20speedup

up)
iwconfig $1 rate 54M
;;
down)
