IIRC, there are some Asian locales that are not fully (seven-bit) ASCII-
compatible.

Many locales make use of eight-bit characters or use bytes with decimal value 
> 127 as part of multi-byte characters.  So, your program shouldn't assume 
outside input is ASCII-only.
