I think that should be /etc/bash.bashrc

>   ~/.bashrc

Other files which may be sourced include ~/.bash_profile,
~/.bash_login, ~/.profile, and whatever $BASH_ENV or $ENV contains.

The INVOCATION section of the bash man page explains all.
