Okay.  I'll try and get to filing a bug today.

I experimented with "%s" and always got something like "games" or "admin", 
never "main/admin" or "non-free/games".  It looks like "%s" expands to 
section(subdir) or maybe section(subdirs), and there's no way to get either 
the whole section or the section(topdir).

I think my goal here (no know which Recommendations and Suggestions are not 
Free Software) ier s probably better handled with a grouping policy anyway, so 
I'll investigate that.
