If by moderation, you mean censorship or removal of messages then there
is probably none.  In fact, Google seems to have *more* messages
available than the official Debian archive. 

http://lists.debian.org/debian-user/2008/12/mail5.html reports 2229
messages for December 2008.  The corresponding figure according to
http://groups.google.com/group/linux.debian.user/about is 2246.

Similarly, http://lists.debian.org/debian-user/2009/01/mail6.html shows
2842 messages for January 2009.  The corresponding figure according to
http://groups.google.com/group/linux.debian.user/about is 2814.

That's 5,071 over two months according to Debian and 5,060 according to
Google.
