Suggestions for video/tv capture?

Greetings;

I have a lot of VHS tapes that I would like to put on CDs or 
DVDs.

Any suggestions for a decent capture card?

I would prefer one that is O/S neutral so I can run it on 
Deb or XP, but that isn't an absolute requirement.
