Had you downloaded/created skype-debian_2.1.0.47-1_1386.deb?  dpkg installs 
package from files on the file system; it doesn't know how to fetch them from 
remote sources.

Also, I'm pretty sure you meant "skype-debian_2.1.0.47-1_i386.deb" with a "i" 
not a "1" at the end.
