Do you have an /etc/X11/xorg.conf file?  If so, do you have
"XkbLayout" defined in it? If so, what to?

I ask because an invalid XkbLayout can apparently be one

What video driver do you have defined? Does the problem
remain if you change to vesa or vga as a test? Several
threads elsewhere seem to indicate this could be driver

Finally, if you start a failsafe terminal session rather
than a desktop environment such as GNOME, does the problem
still occur? (this would help implicate some kind of
keyboard-setting applied by gnome-settings-daemon or
similar)

X upgrades don't typically restart running servers, but you
could try using screen(1) as the parent of your root prompt.
Also, chvt(1) should still work.
