Unconfigured? This is probably the following bug:

  http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=545261

but it is now fixed (sysv-rc is now configured as expected, even
though the migration hasn't been enabled yet due to bugs in other
packages).
