The quality of 23" PC-monitor might be even better then a 27" TV! It depends
on the distance you are watching it, but monitors usually have more pixels
on a singe inch then LCD-TVs.

I'm using kplayer or kmplayer in the notebook/desktop for dvb-t and analog
tv.
The tuner is hvr - 5 years already in use and no issues with it (except that
the model I have - hvr900 - is a bit buggy).

I'm running a server and since few months I'm running the tuner on the
server with a nice program getstream which broadcasts the streams over HTTP
and each PC can turn into a TV-set.

I can only recommend this setup!

KMplayer can record stream out of the box, though I'm running a mencoder
script for this.
