I had that problem before and fixed it by installing 'firmware-linux', which
contains (among others) the firmwares for the following ATI cards:

 * Radeon R100-family CP microcode, version unknown Radeon R200-family CP
 * microcode, version unknown Radeon R300-family CP microcode, version unknown
 * Radeon R400-family CP microcode, version unknown Radeon R500-family CP
 * microcode, version unknown Radeon RS690 CP microcode, version unknown

I really wonder why this package is not a dependency of the
xserver-xorg-radeon{,hd} packages. If the installation of that package solved
that problem for you I will file a bug against the xserver-xorg-video-*
packages that "depend" on it.

with kind regards
