It is supposed to be under:
"Settings" -> "Edit Current Profile..." -> "Advanced" tab -> "Enable flow 
control using Ctrl+S, Ctrl+Q" checkbox.

However, this checkbox is permanently forced on for me. :(  So, I've just 
had to do without Ctrl+S for history searching in bash.

I haven't gotten around to filing a bug, but I can confirm it is an upstream 
problem as it also affects my openSUSE box.
