Hmmm, I don't know much about this, but I think listening to
Hal/DeviceKit events
(on the system dbus) is the best way to do this.

Unless you are writing a Gnome or KDE app, then you want to use their wrapper
(Solid in KDE4, ??? in KDE3 and gnome-volume-manager or gnome-mount
(not sure) in Gnome).
