To be more specific, clicking a link in kmail: I can confirm all the behavior you are seeing, and I'd prefer the behavior you are looking for, but I do not know if it is possible. I am running KDE 4.2 from experimental. (I haven't yet "upgraded" to KDE 4.2 in unstable).
