From apt.conf(5):
Cache-Limit
APT uses a fixed size memory mapped cache file to store the
´available´ information. This sets the size of that cache (in
bytes).
It's too low, turn it up.
I wonder when this issue with apt will be resolved -- It's been around for
a number of years now.
