Remove "nodeadkeys" from the Xorg.conf and you are done.
I am using german, french and turkisch and
have had never problems with NEdit...

Since you are using UTF-8 you have choosen the wrong locale since fr_FR
is the same as iso-8859-1 (without €).
You should use
LANG=fr_FR.UTF-8 /usr/bin/nedit <file>
and you are done

ff_FR != fr_FR.UTF-8
