Or you're chancing it because you don't have a choice.  Qwest and
Verizon are both notorious for not holding proper voltage in rainstorms,
and in apartment and condo buildings where they own all the telecom
wiring, as often as not, the jacks are wired with the polarity
backwards.  Offer to fix it for them, they offer to sue you in return.
