Thanks for your answer.

There is no possible way that there are still files owned by that user
because i use the following way to delete that account:
1. userdel 1500
2. rm -rf /srv/HOMEDIR

That usually means there are still files owned by that userid.  Try
"find /path/to/quota/filesystem -xdev -user 1500".  Remove or change owner
of any user-1500 files that are found.
