In this particular case, yes, because this package should be available.
As a matter of fact, it should already be installed, because it is
required by debian-archive-keyring, which in turn is required by apt,
which is an essential package. Also, even if for some reason you cannot
find the package in your system, or in the repositories you are using,
gnupg is included in Debian, as can be seen by consulting
http://packages.debian.org/gnupg .
So, in that case, if gnupg could not be found, then one should
investigate why it wasn't were it should be.
